Article I

Name

  1. The name of the organization shall be Louisiana USSSA Hall of Fame, Inc.
  2. The abbreviation LA USSSA Hall of Fame shall represent the same organization.

Article II

Objective

  1. The objective of LA USSSA Hall of Fame shall be to honor, by enshrinement, those individuals who have had exceptional careers, or have made significant contributions to LA USSSA. And recognizing others for their distinguished achievements in the LA USSSA Hall of Fame’s Hall of Honor.
  2. All policies, plans, and decisions shall be made with the best interest of the entire membership in mind.

Article III

Organization

  1. The Executive Committee shall consist of the Executive Director of LA USSSA and Hall of Fame Trustees.
  2. The Hall of Fame Committee shall consist of the Executive Director of LA USSSA, Hall of Fame Trustees, and State Directors from each LA USSSA sport.
  3. The Executive Director of LA USSSA shall serve as Executive Director of the Hall of Fame Committee and preside over all meetings of the Hall of Fame.
  4. Hall of Fame Trustees shall be individuals that may or may not be State Directors, appointed to the Executive Committee. Trustees shall have a lifetime appointment.
  5. The Executive Committee shall have the authority to organize committees to assist in the administration of the Hall of Fame. Each committee shall have as its chairman, a member of the Hall of Fame Committee selected by the Executive Director.

Article IV

Administration

  1. The affairs of LA USSSA Hall of Fame shall be governed by the Hall of Fame Executive Committee.
  2. The Executive Committee shall have the authority to organize committees to assist in the administration of the Hall of Fame. Each committee shall have as its chairman, a member of the Hall of Fame Committee selected by the Executive Director.
  3. The Executive Committee shall approve the final format of all correspondence, literature, publicity, or news releases involving the Hall of Fame, or any of its events. The Executive Committee shall prepare an annual budget for approval and shall approve all financial expenditures in excess of $500 per occurrence.
  4. The Executive Committee shall approve all transactions, fund raisers, souvenir sales, etc. involving the Hall of Fame, or any of its events.
  5. The Executive Committee shall have the authority over any and all matters not specifically referred to in these by-laws.

Article V

Duties & Responsibilities

  1. The Executive Director shall preside over all meetings of Hall of Fame Committee and the Hall of Fame. The Executive Director shall represent, or assign someone to represent, the Hall of Fame at all appropriate meetings and/or functions.
  2. The Executive Director shall collect all monies due the Hall of Fame, shall pay all expenditures for the Hall of Fame, and shall maintain a detailed account of income and expenditures thereof. The Executive Director shall submit an annual financial report at the annual meeting and shall submit financial reports to the Hall of Fame Committee.
  3. The Secretary shall record the minutes of all meetings, maintain all non-financial records of the Hall of Fame, and attend to all correspondence of the Hall of Fame. The Secretary shall inform all Hall of Fame Committee members of all meetings at least twenty-four (24) hours in advance.

Article VI

Executive Committee Obligations

  1. Hall of Fame Committee members should be expected to act as role models for other members of the Hall of Fame voting membership and shall be accountable for their actions. Hall of Fame Committee members should be expected to attend all meetings, functions, and work assignments, unless circumstances arise unexpectedly and beyond their control. Hall of Fame Committee members should conduct all Hall of Fame matters in accordance with guidelines set forth by the LA USSSA Hall of Fame.
  2. Hall of Fame Committee members displaying continuous disregard for the best interest of LA USSSA or the Hall of Fame shall be called before the Hall of Fame Committee for review, and may result in further disciplinary action.
  3. Hall of Fame Committee members formally charged with a criminal offense shall be called before the Hall of Fame Committee for review, and may result in further disciplinary action.
  4. The Hall of Fame Committee may impose any of the following penalties which, in its opinion, appears to match the severity of the offense:
    1. Warning - the offending person shall be advised, in writing, of the offense and further advised that the repetition of the offense shall result in a more severe penalty.
    2. Dismissal - the offending person shall be advised, in writing, that they have been dismissed from the Hall of Fame Executive Committee.
    3. Barred - the offending person shall be advised, in writing, that they have been barred permanently from present and future participation with the LA USSSA Hall of Fame.
  5. Persons subject to discipline shall have the right to a hearing before the Hall of Fame Committee at a regular meeting, or a special meeting called for that purpose.

Article VII

Meetings

  1. An annual meeting of the general membership shall be held for the purpose of electing new Hall of Fame inductees and conducting any other business. The location shall be announced to all members of the Hall of Fame, not less than six (6) months, nor more than one (1) year, prior to the scheduled meeting.
  2. The Executive Director, or any other Hall of Fame Committee member, may request a special meeting of the Hall of Fame Committe, as they deem necessary, advising all members of the date, time, and location, no less than twenty-four (24) hours in advance.
  3. If a Hall of Fame Committee member is unable to attend a scheduled meeting, they shall contact the Secretary, in advance, so that the Hall of Fame Committee may be notified.
  4. A voting quorum, shall consist of a majority of the entire Hall of Fame Committee. All Hall of Fame Committee members shall have one (1) equal vote on all matters. All voting shall be done in a roll-call manner and shall be submitted as part of public record.

Article VIII

Voting Membership

  1. All members of the LA USSSA Hall of Fame Committee shall have the right to vote on nominees for enshirenment.
  2. All USSSA Area Directors, Program Directors, Special Directors, and Area Officials in Charge in good standing shall have the right to vote on nominees for enshirement.
  3. All members of the LA USSSA Hall of Fame shall have the right to vote on nominees for enshirement.

Article IX

Nominations

  1. Individuals may be nominated for Hall of Fame induction in any of the following categories:
    1. Player - must have played for a minimum of ten (10) years and selected to at least five (5) regular season All-Tournament teams, and at least three (3) All-Divisional, National, Regional, or World teams. They must have shown outstanding ability and character.
    2. Official - must have officiated in at least five (5) of any combination of Major NIT, State, Divisional, Regional, National, or World Tournaments and has served as a sports official with LA USSSA for a minimum of seven (7) years.
    3. Team Manager - must have managed with outstanding ability and character at least seven (7) years, with five (5) of those being higher than state level within the LA USSSA program.
    4. Executive/Director - must have been an Executive and/or Director for a minimum of seven (7) years with LA USSSA. They must have served with outstanding ability and character. They must have attended five (5) National Conventions, Regional Conferences, and/or Divisional Meetings.
    5. Special - for those individuals that have made significant contributions to LA USSSA but do not specifically fall into the other categories.
  2. All nominations shall be made in writing and must be submitted on the official LA USSSA Hall of Fame Nomination Form. All information must be provided for any nomination to be considered.
  3. Nominations may be originated by anyone, but all nominations must be signed and endorsed by a LA USSSA Hall of Fame Committee Member, Area Director or Area Official-In-Charge in good standing.
  4. Nominations must be received by the Hall of Fame Committee no later than September 15th.
  5. The Executive Committee shall review the credentials and qualifications of all nominees and shall interview, if necessary, any and all sources. Updated biographical information on nominees shall be provided to all voting members in advance of annual elections.

Article X

Elections

  1. Elections for induction into the Hall of Fame shall be done at a date, time and location announcecd by the Hall of Fame Committee. The location shall be announced to all voting members of the Hall of Fame, not less than six (6) months, nor more than one (1) year, prior to the scheduled meeting.
  2. Voting members must be present to vote, or may vote by absentee ballot. Absentee ballots must be signed and received by the Hall of Fame Committee prior to scheduled elections. Absentee ballots shall remain sealed and opened only when all other ballots are tabulated.
  3. Inductees may attend elections but shall not be allowed to cast a ballot.
  4. Voting shall be done by category and by sport. Hall of Fame Committee members shall have voting privledges in each sport.
  5. Ballots provided to all voting members shall list nominees in their appropriate category. All categories shall include an option of “No Selection”.
  6. In each category, members shall cast one (1) vote if there are 1-5 nominees; two (2) votes if 6-10 nominees; three (3) votes if 11-15 nominees; four (4) votes if 16-20 nominees; and five (5) votes if 21 or more nominees.
  7. Nominees shall be elected by plurality vote. No more than (2) nominees shall be elected in any one category. Voting shall be done by secret written ballot.
  8. The Hall of Fame Executive Committee shall tabulate and certify all elections, and resolve any selections resulting in a tie. Final results shall not be made public for any reason.
  9. Nominees shall remain on the Hall of Fame ballot for a period of five (5) years. If at the end of the five year period the nominee is not selected, they must be renominated to be considered for induction.

Article XI

Hall of Honor

  1. Nomination and selection for the LA USSSA Hall of Honor shall be based on distinguished achievements in association with LA USSSA.
  2. All nominations shall be made in writing by a Hall of Fame Committee Member and must be submitted no later than September 15th.
  3. Selections shall be made by the Hall of Fame Committee and announced at the the Hall of Fame general membership meeting.
  4. Selections shall be inducted and recognized at the Hall of Fame Induction Ceremony.

Article XII

Funding

  1. Each year, all Louisiana USSSA sports having inductees for enshirement shall pay the respective costs of that inductee. These monies shall be forwarded to the LA USSSA Hall of Fame by October 1st.
  2. Each year, all Louisiana USSSA sports not having inductees for enshirement shall pay a membership fee of $250. These monies shall be forwarded to the LA USSSA Hall of Fame by October 1st.
  3. The Executive Committee shall have the authority to organize and host, or assign, events, fund raisers, souvenir sales, etc. that may benefit the Hall of Fame, or one of its responsibilites. Those monies shall be forwarded to the LA USSSA Hall of Fame within ten (10) days of the event’s completion.

Article XIII

Amendments

  1. These by-laws shall be amended only by a majority vote of the entire Hall of Fame Committee at any duly constituted meeting.
